California's data-privacy law giving residents rights over how businesses collect and sell their data.

The California Consumer Privacy Act (CCPA), expanded by CPRA, gives California residents the right to know what personal data businesses hold about them, to delete it, to correct it and to opt out of its sale or sharing.

Unlike GDPR, CCPA is opt-out rather than opt-in for most uses. The 'Do Not Sell or Share My Personal Information' link you see on US sites comes from this law.
